It's a closeout!
The break you can see is just a closeout onto the reef. I studied it a bit, you could just make some some sections and pull into some pretty good barrels, but generally it's a straight shut down onto the reef there.
There's a reef a bit further out a bit to the right of this shot (out of shot) that looks like it might be surfable, and there's a resort about 20 minutes up the road that promotes itself as surf resort. And of course there's always Cloudbreak, but Tavarura is back off of Nadi...
