Put in by some powers that be in 2016 that be that decide that they don't want people using the track full stop due to the cited "danger" in rifle range land. Also note barely visible wire around these gates.

... who is responsible for identification and prosecution of trespassers? Or is it all just to comply with requirements and absolve land use parties of responsibility if a stray bullet hits someone (for the first time ever)?
