I wonder if those walkers were fined $300 for being on a closed section of trail, as we have been threatened here http://nobmob.com/node/5082 or if they were just given a warning by the ranger that took this photo? Maybe they're not walkers and are in fact rangers out of uniform, standing on a track that has been closed because of landslides but not wearing appropriate PPE or fall protection to prevent injury from same landslides. Hmmm, I wonder what the work cover fine for that is?
