Kowen might be undergoing some significant changes in the near future, however, new trails are currently being cut in at the National Arboretum: http://www.canberratimes.com.au/act-news/mountai...

Yes it is good news, I've put my hand up to pitch in and help out.

Also I've had contact with Paul Cole, one of the Kowen trail builders and he's currently working on new areas at Kowen/Sparrow Hill to try and keep ahead of the harvesting, so it's not all doom and gloom.

... trails in Bruce Ridge, Black Mountain, the Arboretum and Stromlo into some sort of related network. I think that would work better for mtb tourism in the ACT than re-investing in Kowen and Sparrow which, while great tracks, are a bit of a trek out of mainstream Canberra. Would have also been great for the Capital Punishment if it were still about....

The trail network down here is very well connected, if you want you can pretty much ride around Canberra entirely without getting off the dirt.

As for Kowen, it's not really about re-investing but maintaining what we have. As the suburbs expand it's nice to have a place to ride that feels at least a little bit out of the way, not being in mainstream Canberra is a good thing as far as I am concerned.
