Where did this come from? What is the political motive driving this?

Match cyclists to motorists in terms of fines etc. as there are way too many pedestrian deaths caused by rouge cyclists...
But nothing about motorists who take out entire bunches of cyclists? Oh wait, 10 hours of community service is the same a as $60000 fine or jail.

don't stop you rouge's from riding bikes, maybe the hunting parties they're sending into the National Parks will.
