Looks like a seat post clamp me !
yep, they bolt to or around the seat tube near the front derailluer and stop the chain from jumping inwards or over down shifting and dropping the chain onto the bottom bracket
add one of these to stop it jumping off the outside and you've got a chain retention system

I'd rather have one of these http://www.bionicon.com/ac/c-guide-v02 as a chain retention system but I just don't get how something almost doubles in price when it hits our distributors.
As for the catcher I presumed it mounted to the bottom of the seat tube under the derailleur but does that arm then trail backwards over the top of the leading edge of the chainstay? This would have the arm at about 90* to the picture in relation to the clamp position.
Well, not 100% anyway. Better off running your chain at the correct length and backing off the power momentarily while you downshift.
Generally only good for hardtails. The area near the FD clamp is generally too busy on most duallies for them to be fitted in the right location to do the job.
I use them. They are keeping your chain on the ring via a currently still unexplained force field.
Once you have your noice carbon frame mangled up badly when the chain jumps off the granny, you which you had one too.

I successfully installed a chain catcher on my Specialized Roubaix (roadie, since sold). Easy installation via a longer bolt that attaches to the brazed on front derailleur. I don't have picture of my install but there are plenty on the interwebs.

Should also work on MTB's - especially if you have one of the newer brazed-on FD's.
KCNC makes a model that mounts under the cup of the BB. Comes in anodised red, so it must be good.

Found this on the MTBR forums when I was looking into the same thing. I was hooked on the Bionicon, but the $85 RRP in Aus (Compared to $50 USD) made me look harder!
I've since done this on my 5.7C, and it works a treat. Best of all, it was free! (As who doesn't have spare light clamps about!).
