Can a non tubeless tyre be use on tubeless rims without a tube?

In short, if you are using sealant - yes.
Longer answer will depend on the tyre - I run standard folding ardent 2.25's tubeless with no dramas using rim strips and sealant. The bontrager rims hold the tyre on much better (can run up to 7psi less on the bonty's with no burping) than the TWE rim I've got.

I've seen others, and I also, have had good success with all kinds of combos. Broadly speaking, choose a good quality tyre with sturdy side walls and it will help if it has a reputation as succeeding with tubeless set up. The tyre doesn't have to be branded as tubeless, but it's best if the tyre is in good condition, preferably new. In line with the OP's question, using a proper tubeless rim, such as a Stan's product, will almost guarantee success. Use lots of sealant initially and top up every six months or so.
