Night riding Manly Dam not allowed?

Just found this on the Warringah Council website re Manly Dam. Anyone heard about this before?

It also specify opening hours for the trail:

Monday - Sunday: 7:00-20:30

there was discussion here about this a long time ago but I have never heard of it being enforced.

This only means there is no night riding during wet weather!
