Force field protection and/or warning sirens...
The only problem I see is that most motorists will be so mesmerised by the little red bike logo that keeps moving they won't actually see the cyclist they run over. OK, maybe its a big problem

But I really cant see it being that bright...
You're probably better off with just a rear LED shining light at the driver.. rather than pointing it at the ground... and hoping they see it....
