"The mountain bike track and the walking trails are still closed. Debris is still being cleared. Track will be accessed again tomorrow morning at 8am.

Do you think they mean that it will be "assessed" again at 8am? Or is that a bad way of saying that it will open at 8am (ie it can be accessed)?
